Police Tutorial Service, Inc. (P.T.S) was founded in 1968 by a group of Captains, Lieutenants and Sergeants from the New York City Police Department. The original founders of P.T.S. were both successful law enforcement civil service exam test takers and trained attorneys. Throughout its more than 50 years of actively providing police training for entrance and promotional examinations, P.T.S. has employed ranking law enforcement professionals and attorneys to develop and instruct its courses.

Since its start, P.T.S. has trained tens of thousands of successful law enforcement candidates. P.T.S. students are from every jurisdiction in New York State and have been appointed to every rank in every law enforcement agency within the state.

George Mullins is a retired Captain of the New York City Police Department and a graduate of St. John's University School of Law. George is one of the original founders of P.T.S. and serves as its Chief Executive and Operating Officer. George co-authored the national publication "Mastering the Police Sergeant, Lieutenant, and Captain Promotion Exam" and he has assisted police departments throughout the country in the development of their training programs.

George and the P.T.S. staff of instructors continuously develop, update and teach the P.T.S. courses. As successful law enforcement civil service exam takers (and themselves P.T.S. students), P.T.S. instructors have been promoted to the top police ranks of Chief, Deputy Chief, Captain and Lieutenant. P.T.S. instructors are also experienced teachers and hold advanced law and criminal justice degrees.
